I like that here is another cardistry-centric deck. The back design is a bit busy, but I like it overall. I really like the circular arrangement for the pips with card spins in mind and the tipped corners for multiple fan options.

It's busy and simple at the same time. The red elements and black triangle should look good in the fan. I'm getting tired of black circles...

I really like Kete Moon. I'm friends with him on Facebook and like to see up and coming Asian decks, but his Jokers need some work. Is it a Red or Black Joker? If its both then he fails the High and Low Joker. They need to be different when playing certain card games.
I simple fix could be a Red and Black tie, but the indices should reflex that. Just saying...

One of the Jokers is a Gaff Card. It is designed for two special effects: Prediction Effect and Color Changing Effect.
If there are two decks, you will have 2 normal Jokers and 2 special Jokers so that the Color Changing Effect can be performed twice. My design/routine for the performance should include the following procedure: let a spectator sign and keep the Gaff Joker. Noted that you may do the trick with a brand new sealed deck.
