I stand corrected then. When the Red Monarchs came out, I thought the tuck texture was a great improvement over the original Monarchs, and I asked T11 customer support what type of stock was used for the tucks, and I was told it was a vellum stock with speical coating. I also used to use these notebooks with special paper (since I use fountain pens) that I used for court, and the covers of those notebooks were matte and soft with almost a rubbery-suede texture similar to the Red Monarch tucks, and the manufacturer advertised the notebooks as having 90g French Clairefontaine paper with a soft vellum cover.
I guess vellum is just a general term for a type of paper, and now I understand the USPCC has 4 stock levels, one of which happens to also be called Vellum, with two levels above that called the Soft Touch stock and the ultra premium Curious Skin stock. Thanks for the info.
