Just bumped into these cards online, apparently only 1500 will ever be printed. Does anyone know who makes these cards?

So are they quite rare? How much do you think they could go for?

On eBay I saw $30 at most.

Were those the listed prices or the actual sold prices.
Im actually guessing in the price range of about $15 +- a couple of dollars.
The demand for these havent exactly been sky high
