are 2017 npccd decks sealed in cello?

I am trying to figure out if the npccd 2017 decks are sealed in cello originally. I bought a set of 5 back in january 2026 and they all came sealed. I thought nothing of it because I just didn't remember how they were originally sold. My original 2 from 2017 don't have cello but i don't know if I took it off or not back then. Does anyone have 2017 decks that are sealed like this

Just in case you don't get notified from your ebay listing post, I was able to ask a few friends who are very familiar with the decks when they were sold and Alex did not have a cello machine, so they were naked tucks if that helps.

Does the cellophane look like it has been done professionally/by machine (a tear strip?) - the pic above looks more like a home job

There's no tear strip but it looks pretty clean like a machine did it
