I have sold many decks through ebay. It sounds like you are dealing with the extra weight taking the package to a higher shipping category? Or is it the size of the package that's bumping it up?
If it's the weight - I hate to say this since I dislike using plastic, but the plastic bubble mailers are lighter than the paper ones. Perhaps with enough difference to accommodate the extra weight of bubble wrap.
If it's the added thickness of the bubble wrap then thin foam sheeting can be used as added protection instead (may also reduce weight). I also often wrap a deck in cardboard, inside the bubble mailer, if the weight will allow it, and that is thinner than using extra bubble wrap.
This works in Canada, don't know if it would apply for you: If the decks are opened, and have a tuck that opens at both ends, the cards can be taken out of the box and divided into packets, with the box flattened. This makes a package that is under 2 cm thick and fits into a cheaper mail category. That includes protective cardboard around it all, but no bubble mailer.
