I looked it up after I saw his post about it. Imgur was going to be getting a bunch of fines for not doing enough to restrict use by those under 14. And something related to privacy protection. So Imgur blocked UK users entirely. They probably thought they couldn't meet the requirements or at least wanted to hold off any fines until they could. This happened in September.
