I haven't had any decks opened by customs, but I have had packages opened and sealed decks handled by them.

On further thought, I wouldn't be surprised if the Custom's office was behind the times and forgot to update the photo on the wall. Likely they are even further behind the times than I am.

That said, I could be wrong again. They might too busy updating the photos on the wall to be concerned with an unimportant task like moving products swiftly and efficiently through customs. Not while there is a speck of dust on the photo of their glorious leader's picture.
